Update Javelin and packaging

Summary:

• Update the Javelin submodule to pick up recent fixes (like D1749).
• Update the package definitions do do a slightly better job of packaging

resources.

Test Plan:
Up and down work in tokenizers now. Pages load slightly fewer
resources.
